Swimming Championship Conditions
| 1. |
Swimming
Championships shall be conducted annually upon dates designated for
Regional Championships by the ASA. Dates shall be proposed by the
Swimming Manager and confirmed by the Region Board. |

Swimming
Championships shall be conducted in accordance with ASA Laws and
Technical Rules of Swimming. |
||
| 3. | ELIGIBILITY FOR ENTRY | ||
| 3.1 |
General |
||
| 3.1.1 |
The Championships
shall be open to eligible swimmers, as defined by the ASA, who are
members of clubs affiliated to the Region, who shall not have competed
in the Championships/competitions of another Region in the same calendar
year. |
||
| 3.1.2 |
A swimmer must have
been an ASA registered member of the club in whose name he is entered at
least 30 days prior to the first day of the Championships. |
||
| 3.1.3 |
For individual
events a swimmer's age shall be determined as at midnight on the last
day of the Championships. |
||
| 3.1.4 |
A
Junior swimmer
shall be aged 16 years or under as at midnight on the last day of the
Championships. |
||
| 3.2 |
Team Championships |
||
| 3.2.1 |
Team Championships
shall be open to all clubs affiliated to the Association. |
||
| 3.2.2 |
All teams shall
consist of four members. |
||
| 3.2.3 |
A swimmer entered
in the name of one club, (or dual clubs), in the individual events may
not compete in the name of another club (or dual clubs), in the team
events. |
||
| 3.2.4 |
Clubs may enter one
or more teams, but members shall swim for one team only. |
||
| 3.2.5 |
For team events a
swimmer's age shall be determined as at the date of competition unless
the event forms part of a qualifying round for entry into National
Championships. In such events a Swimmer's age shall be the age attained
as per the age qualifying date for the National Championships as shown
on the relevant entry forms/information leaflet. |

| 4. |
ENTRIES |
||
| 4.1 |
Entry fees shall be
proposed by the Swimming Manager and authorised by the Region Board. |
||
| 4.2 |
Entries shall be
made on the official entry form (or photocopies thereof). |
||
| 4.3 |
Entries,
accompanied by the appropriate entry fee, shall be received by the
designated Entries Administrator for the Championship by the specified
closing date. The closing date shall be no earlier than 42 days before
the first day of the Championship. Late entries may be accepted at the
discretion of the Swimming Manager, but in exceptional circumstances
only. |

| 4.4 |
For all individual
events, the Swimming Manager shall set automatic qualifying times and
may set base level qualifying times. Swimmers must submit a time for
each entry, achieved in a Licensed Meet on or after a date to be
published on the entry form for the competition. Submitted times shall
be based on a 25m pool; all times to be converted by the use of the
published ASA Equivalent Performance Tables. South East Region reserves
the right to validate times against the ranking published by the ASA
and/or to ask for proof of entry time. Subsequent improved times will
not be accepted. The Swimming Manager may waive the requirement for
times to have been achieved in a Licensed Meet for selected events where
that event is not regularly included in competition programmes. |

| 4.5 |
All swimmers who
have achieved the automatic qualifying time time shall be accepted for
that event. If there is time available, South East Region may accept
additional swimmers who have not achieved the automatic qualifying time,
on the basis of the time submitted. All swimmers must have achieved the
base level qualifying time if set. |
||
| 4.6 |
Notwithstanding
condition 5.5, in the interests of safety and to ensure the smooth
running of the Championships, the Swimming Manager reserves the right to
restrict the number of entries in any event, in which case, the swimmers
with the fastest submitted times shall take preference. In Age Group
Championships, where results are based on British Age Group Categories,
preference may also be given to those swimmers entering a full BAGCAT
series. |

CONFIRMATION OF
ENTRY |

| 5.1 |
The Entries
Administrator shall make reasonable efforts to despatch confirmation of
entry for all accepted entries at least 7 days before the first day of
the Championship. |
||
| 5.2 |
Swimmers should
check their entry confirmation carefully. Any errors found must be
notified to the Entries Administrator at least 3 days before the first
day of the Championship. South East Region will make every effort to
correct any error reported by this date, irrespective of the source of
the error. Subsequent to this date only errors introduced by South East
Region will be corrected. |

MEET PROCEDURE |
||
| 6.1 |
There shall be
separate events for males and females. For distances longer than 400m
the promoter shall have the right to seed male and female swimmers
together. |
||
| 6.2 |
A withdrawal system
will be in operation. Club representatives are expected to submit
withdrawal forms for swimmers who are not intending to swim no later
than 45 minutes before the advertised starting time of the first event
in the session. Competitors who fail to withdraw and do not present
themselves at the start may be suspended from all further events at the
Championships. |

| 6.3 | Heats and
Finals |
||
| 6.3.1 |
Events may be
combined for the purpose of heats and heat declared winner events. Where
finals are held, individual finals will be held for each age group.
Heats shall be held for all events. |
||
| 6.3.2 |
In finals, the
maximum number of places practicable shall be allocated. A maximum of
four reserves shall be declared for each final. Lanes for finals shall
be allocated on the spearhead principle. |
||
| 6.3.3 |
The names of
finalists and at least two of a maximum of four reserves shall be
announced as soon as practicable after completion of the heats.
Announced finalists and reserves not intending to swim shall withdraw by
completing a withdrawal form, no more than 30 minutes after the
announcement. |
||
| 6.3.4 |
Any competitor or
team withdrawing from a final more than 30 minutes after the
announcement of finalists (except in the case of genuine illness or of a
proven emergency) may be suspended from all further events at the
Championships. |
||
| 6.3.5 |
Where a reserve is
brought in as a result of a withdrawal within 30 minutes of the
announcement of finalists, the final shall be reseeded. Where a reserve
is brought in after this period, the reserve shall occupy the vacant
lane and there shall be no changes made to the allocation of other
lanes. |
||
| 6.3.6 |
All events where
heats are necessary shall be seeded slowest to fastest. The final heat
in each event shall be spearheaded. |
||
| 6.3.7 |
Individual events
of 400m and over in the Open and Junior and Youth Championships, and
selected events in the Age Group Championships, shall be decided on heat
times and places (heat declared winner). |
||
| 6.4 |
Junior results shall be determined as follows:

| 6.5 |
Time Trials will
not be permitted during the Championships. |
||
| 6.6 |
Competitors are
responsible for presenting themselves to the clerks of the course in
time for their race. If a competitor fails to appear at the start of
their heat, there will be a single call for the competitor by name. If
the competitor or their representative fails to indicate immediately
their intent to compete, the event shall continue without them. |
||
| 7. |
Competitors with a
Permanent Disability |
||
| 7.1 |
The Championships
shall include multi-disability events as directed by the Amateur
Swimming Association. Eligibility and the algorithm for determining
results shall be as advised by the Amateur Swimming Association. |
||
| 8. |
Awards |
||
| 8.1 |
The first, second
and third placed swimmers or teams in each individual and team event
shall be awarded medals. |
||
| 9. | Disputes |
||
| 9.1 | Any dispute related to a matter not covered in these conditions shall be determined by the Promoter. |
